Carlos Hernandez
Carlos Hernandez Ferreiro is a Spanish national. He holds a PhD in Political and Social Sciences from the European University Institute in Florence. Previously, he worked at the Public Leadership Programme of FIIAPP, the International and Iberoamerican Foundation for Public Administration and Public Policies in Madrid, where he was in charge of capacity development activities for public leaders in Latin America in the areas of democratic governance, social policy reform and decentralization. In this capacity, he also gained extensive experience working with European Commissions Regional Cooperation Programmes in Eastern Europe and Latin America (including ENPI, Pre-Accession Assistance, EUROsociAL or URB-AL). In January 2009, he joined the European Partnership for Democracy as Programme Officer. Since then, he has been actively involved in the policy debates in Brussels on Democracy Support in the EU´s external action as well as in the assessment of current EU policy instruments (in particular the European Instrument for Democracy and Human Rights). Since December 2009, he is the Executive Director (acting) of the EPD Secretariat in Brussels.
