Fragile democracies in early stage of transition
Countries just after a revolution or a transition to democracy (for example Georgia in 2003/4). When EU and other funding becomes available too slow and the timing for democratic reforms is crucial. It is the crucial phase starting immediately after a transition that needs timely support, in recognition that a transition only does not constitute a democracy.
