Kenya to Undertake Overhaul of Electoral System. Election Guide.
A Kenyan parliamentary committee appointed Nairobi attorney Cecil Guyana MILLER head of a new interim electoral commission. The new electoral commission replaces the country's previous electoral management body, which was largely blamed for bungling the administration and fiddling with the results of the disputed 2007 general elections. An official investigation of the 2007 elections found that the administration of the poll was so flawed that it was impossible to establish which candidate had actually won the most votes. Confusion over the results of that election sparked weeks of sectarian violence that cost the lives of at least 1,300 Kenyans. MILLER has been charged with overhauling the country's electoral system, which includes creating a new voter registry and managing any electoral processes until a new constitution is adopted. MILLER's biggest task, however, may be the restoration of institutional legitimacy and public confidence in Kenya's electoral system.
