Poland has suggested establishing a European Endowment for Democracy (EED), funded by but independent of the EU, similar to the National Endowment for Democracy (NED) in the US. This is an inspired initiative and may be one of the great legacies of any European presidency, if executed well. It would give the EU a more flexible way to engage with its neighbourhood and the world. The structure and processes it starts with will dictate its success. Here are 18 recommendations.
